  1. mine <ship> <count>
  2.     Drop mines from a destroyer. When ships move into a mined sector, they
  3.     may hit them, doing damage. When a minesweeper moves into a mined
  4.     sector, it can remove up to 5 mines.
  5.     Subs do not hit mines.
  6.     The chances of a ship hitting a mine is 4 * <the number of mines>.
